Does reporting for "Spam or misleading" even work?

There are so many long-running clickbait channels on YouTube that I seriously doubt that reporting them for misleading text or thumbnails really does anything or gets the attention of YT. Why is this? Is it really that hard to look at a channel that gets reports for misleading content and give a warning or suspension based on if the channel is clickbait or not? It irritates me that potentially good content creators would go the easy route and straight up lie to their fans to get them to click their ad-saturated video and get away with it. Imperial is a good example of this.

Probably not, especially if those are large channels that make YouTube a bunch of money. People seem to think that YouTube cares about the community, which I think is demonstrably false. YouTube cares about their bottom line and their political ideology and that's all.
