I hate to bring bring this thread back up, but what exactly prevents one from creating another channel after this happens?

Also, ASMR, did you try emailing the person who filed the claims and explain that you're apologetic ? Maybe they'll be forgiving and stop it all.

Ideally being a decent person and abiding by the terms of service you agreed to when you made the channel. But beyond that, if YouTube finds any other channels that they confirm belongs to you, they will terminate it without warning.

You forgot to add, and he will come crying about termination without notice. Happened to a buddy. He suddenly lost a channel under community guidelines infraction. No strikes, just termination without warning
