you dont pay for it. you have to be accepted as a youtube partner. you can apply and if they accept you, you will get all the perks of full partnership. there are lots of networks that partner youtubers. the most popular one seems to be fullscreen. so if youre interested to be a youtube partner, try applying. i havent actually done it myself.
