I wish to know if I download a video from YouTube whether it is possible change the starting position. For example if a video’s running time is 0 to 20 minutes I want that to move start position ahead?

If you're looking at downloading another person's video to use in your video under "fair use" then you can just change what you use in the editing software of your choice. Otherwise there are some sites that let you decide how much of the video you can download. But I won't list them here.

Just make sure you're not going to download and reupload said persons' videos without any changes.
