Monetizing it or not isn't the question. The question is if you can use it. Legally, if you have permission or own a license or it would fall under Fair Use, then you can use and monetize it. Otherwise you can't do either.
The only exception would be if the owner puts a copyright claim on it, allowing you to use it but not monetize it. In that case, they'd be making the money from your video. But it is doing something technically illegal, but the copyright owner is excusing it and it is implied that they are giving you permission after the fact. It's certainly not ideal, but is by far the most common practice.
