Hard to say without knowing anything about your channel. I had my 4k hours long before I had 1000 subs. If all your subs are legit I would think that your videos must be really short? Try to focus on retention and how to keep your viewers watching longer. Try different things in your videos and see what keeps people watching and what makes them click away.
