Making shoutout means that you pay for advertising your channel/product. Its totally ok. Most russian channels that reach 20k subs offer this on a regular basis. And its a really good investment for your channel. For example i was paid about 130 $ for a shoutout about other channel. That channel got +4000 subs in the next couple of days. So dont be afraid to pay for promotion
